The current shipping environment is hurting our ability to deliver goods to consumers. We are facing unprecedented challenges with transit delays, container shortages, and unbelievably high fees, as a small number of ocean carriers control limited vessel space for our industry. Congressman John Garamendi (D-CA) and Dusty Johnson (R-SD) recently introduced the Ocean Shipping Reform Act of 2021 (H.R. 4996) to put in place common-sense reforms for the shipping industry. It would establish minimum requirements for service contracts so that freight is not unreasonably refused, and it would create a new process to deal with unfair detention and demurrage charges that drive up costs. It would give new enforcement tools to the Federal Maritime Commission (FMC), which oversees international ocean transportation, and put in place anti-retaliatory safeguards to protect those filing complaints with the FMC.
